She has deep expertise in specialized areas including cyber security and data compliance, telecommunications services, personal information privacy protection, aerospace, Internet of Things (IoT), emerging technologies and applications, e-commerce, and financial services, with both solid theoretical research foundation and rich practical compliance experience.
Since commencing her legal practice, Chang Dai has provided specialized legal services to dozens of Fortune Global 500 companies and large multinational groups. She has led multi-jurisdictional data compliance and cross-border data transfer projects, with precise mastery of the legal application and local compliance requirements in major jurisdictions such as China, the EU, the United States, Japan, South Korea, and Southeast Asia. Tailored to the characteristics of industries including the internet, high-tech, machinery manufacturing, transportation, finance, and healthcare, she delivers end-to-end services—including bilingual (Chinese-English) compliance reviews, assessments, and compliance system development—to domestic and overseas enterprises, issuing professional rectification plans and overseeing their implementation. She has also led the development of enterprise compliance training systems covering executives and personnel across the entire business chain. Notably, drawing on her profound understanding of cross-border regulatory frameworks, Chang Dai has repeatedly assisted clients in effectively addressing emergencies such as data requests and law enforcement investigations initiated by overseas regulatory authorities, successfully mitigating domestic and international compliance risks and safeguarding the sound operation of client businesses.
In terms of academic research and industry standard development, Chang Dai has been deeply involved in the formulation and revision of national standards such as Guidelines for Personal Information Consent and Technical Requirements for Facial Recognition. She has led several research projects on policies and regulations related to cyber security and data security, authored many benchmark industry articles including Interpretation of the Measures for Security Assessment of Cross-border Data Transfer, and participated in compiling professional works such as Regulatory Requirements for Personal Information Protection. She has systematically sorted out compliance pathways for cutting-edge legal issues such as biometric information protection and data ownership in application scenarios of emerging technologies including IoT, artificial intelligence, and blockchain.
Regarding her educational background, Chang Dai holds a bachelor’s degree from China University of Political Science and Law and pursued postgraduate studies at Leiden University in the Netherlands and Civil Aviation University of China.
