Rachel Guan is an of counsel of the Global Law Office International Trade team. She is specialized in international trade remedy and disputes matters, such as anti-dumping, countervailing duty, anti-circumvention, safeguard measures, WTO disputes, import and export trade dispute handling, customs law, competition law and general corporate issues, etc.

 

Rachel Guan is licensed to practice law in the PRC and has an education background in both law and accounting.

 

Rachel Guan has engaged in the mandatory responses on behalf of numerous Chinese enterprises in the anti-dumping, countervailing and anti-circumvention cases initiated by the United States, the European Union, Canada, India, Australia, Turkey and other countries and regions. She has also engaged in mandatory responses on behalf of foreign companies in multiple antidumping cases initiated by China. These investigations involve a variety of industries, such as steel, photovoltaic, petrochemical, tires, electromechanical, textile, pharmaceutical and light industrial products. Additionally, Rachel Guan has rich experience in response to the anti-dumping investigations initiated by Ukraine, Eurasian Economic Union and the Cooperation Council for the Arab States of the Gulf.

 

Rachel Guan is in charge of strategy analysis, questionnaire response, dumping margin and subsidy margin tests, injury analysis, surrogate value and benchmark analysis, as well as case brief and rebuttal brief drafting. She has a lot of experience handling with large amounts of complex data, and she is expertized in designing and implementing specific strategy for the clients.

 

Rachel Guan has been engaged in international trade remedy practice for many years and has mastered the trade remedy rules and methods of major countries and economies. Many cases have obtained zero or the lowest duty rate and have been highly evaluated by the clients.
